I'm sure there are other ways to do it, but I think the easiest way to get this problem fixed is a repair install of Windows. For a quick rundown of what to do for a repair install, click on the XP repair install link at the bottom of my post.
A repair install in few cases may remove some device drivers and might change the look of windows a bit, but that can easily be fixed. It will not affect any of the data or programs you have saved in your pooter. But as always, make sure you back up your important data before making any major changes to your computer just in case.
