go here:
Microsoft Update

the site may ask if you wish to install some software (ActiveX control)
click yes
run the scan-- it will scan your PC looking for things you need.
they will install automatically.

NOTE:In a case like yours you may have to run this several times in order to get fully caught up... keep running it until it comes up with zero updates needed. Then come back here.

I've updated windows but I still have the problem, and now it's much much worse. Now whenever I try to use my computer, everything goes super slow. If click on something, the computer won't register it for a full 30 seconds, if at all. The task manager only works occasionally now. Under processes, SRVHost is using 100% of all of the CPU. When I end SVCHost everything goes all weird, but for a little while things work normally (the display is just off). Please help!!!

If svchost is maxing your cpu usage then it sounds like you have a bad dll, try going to Start -> Run then type sfc /scannow

Is it svchost or SVChost (capitalized first three characters like in your post) ?

Okay, well I got that big problem fixed, but the original blue bar problem is still at large and annoying! Any help?

You have installed all the updates?
Do me a favor... try temporarily disabling Norton-- and see if it clears up.
