Hmmmm........
I was checking the reviews (on TigerDirect's site) about this BareBones system, and one of the reviews read as follows:

Summary:
Fast delivery from Tiger. Good value and features...if only it would boot up Windows. Windows installation consistently halts with a PCI.SYS error. Tried swapping memory, tried another drive with windows already loaded, reseated cables, checked power supply voltages and rechecked BIOS settings - all the obvious stuff. Still no joy. After ten days and many fruitless hours of troubleshooting I am still unable to use the system. Am beginning to suspect a bad CPU or MOBO. If I can ever get things working I'm sure I'll love it

So.........I guess I'm not the only one with this problem in this system.

Interesting..............

With any company-- you must take complaints with a grain of salt... the ones with the problems are the ones who complain-- the good reviews don't often get there.
If there is an issue with this mobo --google the model and Problems-- it will usually turn up issues.
Tiger Direct is the middle-man-- I have built systems from their kits... all still running. Their attraction is the price.
I bought my kids a refurb system for under 600 US 5 years ago--it has run ever since. That includes Monitor (Dell) emachines tower Athlon XP 2800/keyboard/mouse/speakers-- with shipping

I've bought numerous items from Tiger, and never had a problem with anything. It just struck me funny that someone else has OS installation problems on the EXACT same system that I bought.

As I said before, it is capable of working, I just don't want to have to go pay the PC shop $150 again to install Windows.

Cannot blame you there--! $150.00 ? to sit in front of a monitor and tap a key once in a while...

OK-- after reading several of TD's own reviews-- I think I may have come up with something real-

Almost all reviewers of this kit from TD said to replace the stock power supply-- which would explain a lot... why didn't I think of this right away ? I don't know.
<smacks self in forehead -- and says duuhhh>

he had almost the exact same issues you have-- replaced the PSU with a good name-brand unit... the thing booted right up. Unfortunately PSU's that are "included" with cases are often junk-- and the PSU is the foundation of your whole system-- if it's not right... nothing works.Even installation could be fouled by a weak PSU-- yes I know it is rated @ 450W-- but since there are almost no standards for PSU manufacturers to meet-- they can cut a lot of corners-- and do.

Hard Forums-- for overclockers/gamers
actually has a list of PSU Brands to avoid... guess who's on it?
PowerUp (your Brand)

Good Brands:
Pc Power & Cooling
Seasonic
Enermax
Silverstone
OCZ
Thermaltake

(stay away from Antec right now)

Hi bills,
Just got home. Can you believe that this memtest is still going strong?? That must really check the memory well! Still no errors.
I see what your saying about the PSU, but I can't understand how they got the OS to install on the faulty drive? The system ran beautifully too, with the exception of the HD. And like I said, before I took the faulty drive out, I partitioned, formatted and installed a new OS on it, with NO problems!! Go figure!
Getting a new PSU probably wouldn't be a bad idea, it's just getting hard to justify to my wife all this money I am sinking into this system!!
