when i turn off my pc since i re-formatted it automatically re-starts (no i don't click on on RESTART) and can't turn it off without turning power off at socket, i have had this problem before and sorted it but can;t for the life of me remember what i did???

Do you by any chance have Roxio software installed on that PC? I remember having the exact same problem a long time ago. It turned out that the version of Roxio Easy CD Creator that I had installed at that time was causing Windows XP to restart even when selecting 'Turn Off' from the 'Shut Down' menu, which didn’t make any sense. Go figure.

no mate not had roxio which is why i'm a little confused as i have seen the info about roxio
