Default [Fixed] Partitions question

So here's the scenario:

My neighbor had a hard drive with Windows 98 on it. He wanted to upgrade to XP (about time ), but 98 was installed on the primary partition which was around 500mb in size. So, when he installed XP, it put it as a logical drive. Thus the problem: he wants Windows 98 gone and XP on his primary drive. Is there any way to do this without re-installing XP?

If 98 is classed as C:, the primary boot partition then I would fdisk and delete C:
Do not format it.
Reboot and XP should now be the primary boot partition as the drive letters should have altered.
