i got this from the event log but i dont think it has anything to do with RD. it was in aplication section. I do not have anything in the security section
Event log section:
A provider, OffProv12, has been registered in the WMI namespace, Root\MSAPPS12, to use the LocalSystem account. This account is privileged and the provider may cause a security violation if it does not correctly impersonate user requests.

I also tried your sugestion about disabling all firewalls i disabled the lot and it still wouldn't work I also did the ping from someone elses machine and it came back successful.
I obtain my IP adress by using an internet searcher that shows me what it is at the time this seems to match to what my router sais, i also have a dyndns domain that i use also.

It looks like your doing everything correctly to me. Nothing in the system section?

I've not seen that error before, don't believe it's related to Terminal Services, but there must be a problem somewhere along the line.

Try to connect from another PC if you can. Also make sure sure that both TCP and UDP ports are forwarded. There are also alternatives to remote desktop we could try.

I found this in the event logs system section:
The RDP protocol component "DATA ENCRYPTION" detected an error in the protocol stream and has disconnected the client.

that looks suspect to me plus it seems to be concurrent to the time i tested RD

the source says Term DD and the eventid is : 50
