Default XP Devices not Loading

Hello,
so this is what's happening. When I boot up, I get the Windows Load screen like normal. Then it hangs on a black screen for a minute or two, which, though annoying, it doesnt bother me too much. The real problem is when it finally loads and I get to the login screen. None of my USB devices work. The mouse doesnt move, my wi-fi adapter doesn't work, and my gamepad doesn't turn on. The only way to get these working is to unplug them and plug them back in. The keyboard, which is a PS/2 keyboard, loads just fine and I can still type. Anyone know whats going on?

By the way, love these forums, they're a whole pack of help.

Has something been altered in the BIOS by any chance?

its possible, but I havent touched the BIOS since I built the computer.
