Default enable hibernation

my computer does not have hibernation enbled, when i go to the hibernate tab in power options, i check the box which says enable hibernation then click apply, a message box comes up saying "the process cannot acess the file because it is in use by another process" i have restarted and restarted and it still gives me this message, i have closed all open programs and tried it and i have even tried it in safe mode but only to discover that the hibernate tab is not there in safe mode. how can i resolve this?
