depends on what mainboard you have it will usually tell u in the mainboard manual do you have your mainboard model no? in the bios it will usually have somthing related to E.g failsafe, safe mode, Stability mode. have a look around in the bios or in the manual. It can also happen if you have the wrong front side bus set FSB E.g 100mhz instead of 133mhz

Just another idea where did you get the mainboard from? they have proberbly used quiet a few of them and if it's a fresh install of windows I'm sure they would have had this problem and know the solution. might be worth giving the a call and if they have the answer if they do please post it here.

hhmm.. i think that Fail-Safe thing did some justice... but now i have another problem.. well i orderd this mainboard from Newegg and its an Gigabyte.... hmm i seem to have luckly got through the the COpying Files process and was able to install windows... but... when i "turn off" the pc and tried to turn it on.. i've gotten some blue screen that appeared quickly and went down.. then My "Last Known Working" screen remained black.. and the safe mode will not work... I also gotten some system file error... "Ntfs.sys" error saying that this file is corrupted..

Is the entire system all new ? or are you doing an upgrade to the pc and using existing hard drive ect? could you list the model numbers and spec's of the please? Iv'e heard of some grafix cards causing issues to this will help a great deal in diagnosing the problem.
