Try this it has worked for me before. Start the PC in safe mode once booted go to the device manager under the usb devices there may be a few extras there remove them all and reboot the pc. If that don't work download the drivers and install them in normal mode then reboot in safe mode then remove all usb devices form device manger and reboot the pc. Bet it works!

Try going to your motherboard mfgs website, and download the latest motherboard chipset drivers. This little utility should retrieve the make and model if you dont have it: SIW System Information For Windows, available here:
SIW - System Information for Windows - Software, Hardware, Network

ah hah
i have just tried a few things in safe mode, they did not solve my problem but lead me a step loser to doing so
my memory stick worked fine in safe mode and i think it is beause when you are in safe mode it disables all third party drivers. a while ago i installed some third party drivers for my usb, this must be what is causig the problem. i just need to find out how to get rid of them

i just went into the remove part of Ccleaner (it's like add or remove programs but it shows you more) and uninstalled two third party usb drivers, then i uninstalled my usb stuff in device manager and restarted, it seems to be working but i'm not sure; sometimes it takes half an hour before it gives in. i'll post later and tell you.
