Default lockup when USB device inserted

Hi, I have a Toshiba laptop p25-s607. I just re-installed windows MCE 2005 on a new HD. I installed all the drivers from toshiba's website, including the last updated BIOS they had. This is a fresh install so there are no viruses. The problem is, whenever I insert a usb flash drive or external hard drive, the system locks up. Everything freezes, as soon as I unplug the device, everything goes back to normal. It stays locked up for as long as the device is inserted, and returns to normal instantly when the device is unplugged. Any ideas on cause/solution to this problem? Thanks

Ok, after some more testing this seems to be a hardware problem, the computer freezes up during POST with a usb device installed. If I unplug it during POST, it will resume POST and continue to boot. So, does it sound like a motherboard issue to you? Does anyone have anything to recommend?
