Default [Fixed] Startup error and no desktop toolbar

when i startup and logon to my computer a error message comes up immeadiently after i have loged on with the title "Explorer.EXE- unable to locate component" then underneath says "this application has failed to start because Normaliz.dll was not found . Re-installing the application may fix this problem" then there is just my backgound nothing elce no bar at the botom and no icons .

i installed 3 programs from pctools.com

registry mechanic

spyware doctor

and privacy guardian

and scaned my pc with thenm bleached the harddrive with privacy guardian

and i have tried safe mode and that just loads as a blank screen

Ok Custom, normaliz.dll is not part of Windows XP (except with IE7).

Download normaliz.dll here and put it onto floppy disk or CD:
DLL-files.com - normaliz.dll, free download

Then:

- Once your at your desktop (whats left of it!), press [CTRL]+[ALT]+[DEL] and go to Task manager.
- Click on the Applications tab, followed by New Task and Browse.
- Change "File Type" to All Files
- Browse to your floppy drive or CD, and right click on normaliz.dll followed by Copy.
- Now go to c:\winnt\system32 or c:\windows\system32.
- Right click and Paste.
- Reboot.

This may not fully bring back your system, but at least you'll have your desktop back!

i have put it on a pendrive but i dont get the bit "followed by Copy. "
