Default OS load problems? unending reboot loop...help!

I have a homemade shuttle pc, which was working fine since the time I had it built it last year. Except after a while, my cd-dvd rom failed to work, so I opened up my case to check that all the cables were connected.
After I unplugged, then replugged my cd-rom cables, I tried to reboot my pc but then it gave me an error saying windows was unable to reboot, yada yada, and it gave me options to boot under safe mode, safe mode plus alpha, and the last known working setting. Whichever one I choose, the Windows logo screen pops up for about a second, then my pc shuts down. And then the process starts all over again....
I can access BIOS but I cant boot from my xp installer cd becuase (I'm guessing) I had problems with the computer recognizing it on the system before....

Any ideas on how to fix this?
and if I get a new cd-rom, is it likely that I can boot up from the installer cd, or no becuase there might be a problem with the hardware?

Could be that when you were working on the cd drive, that you bumped your ram, or video card, or some other connections inside. Doublecheck to see if your cards are all seated in the sockets, and all connections are snapped in properly. If you can, post the error message, and give some specs on your machine, that may help the techs here figure out where to start.
