Unhappy Setup Win2k from USB pen?

I want to be able to set up win2k from a USB pen instead of having to wait forever loading 4-5 floppy disks. I have made a USB pen bootable, copied the boot sector from the first win2k setup disk and then copied the rest of the setup disks onto the USB pen.

I have configured the BIOS to boot from the pen, and it works nicely. The NT loader loads, it asks me to press F6 to load any additional drivers , but then I get the problem. No matter what I do, I get an error message something like "Unable to load /$win_nt$.~bt/biosinfo.inf" and an error code 12. After that I can only halt setup and reboot.

The file "biosinfo.inf" does exist on the boot device.

Any ideas how to fix this???

I just double-checked. The exact message I get is:
"File \$WIN_NT$.~BT\biosinfo.inf could not be loaded.
The error code is 18
Setup cannot continue. " ...

I hope this can help correctly identify the problem.

I think the error message is appearing because the pen drive is not a truly formattable drive.
