every time i try to download anything it says
You are not authorized to view this page
You might not have permission to view this directory or page using the credentials you supplied
i dont know why it started doing this all of a sudden
im logged in as the administrator and i turned off all fire walls
went to internet options and put all the security levels on low
and it still wont let me download anything
i would greatly apreciate any help

well any and every website i try to download from it says the same thing from torrents to aplications |

hmmm. It's most likely going to be a setting at your internet providers end. There's user setting you can change that will allow you to access denied website addresses.
Unless it's your router (modem) that's blocking it. But i doubt that.
