Default fans and lights wont turn off on shutdown

Hi, i have like three issues but they are minor ones so i dont think it's necessary to crowd up the forum posts. First and foremost my CPU's lights and fan won't turn off when I shut down the computer the proper way in START menu. it would of course turn off when i unplug the power. I can't really trace back when it started to happen but i'm guessing since two - three weeks ago. second of all when I scroll down with the mouse scroll or the far rite scrolling bar on the windows the page skips and lags instead of scrolling down smoothly. This happens when i use internet, MS word and any other programs. I suspecting there's a minor alteration in my graphics settings. My computer is being used by 5 other people in the family so i dont really know wut happen to it. it's one of those thing where you can say it just did! Anyways, looking forward to your replies. thanks so much in advance. this is not my first time on this forum so i've done your signature procedures and have an ewido log rite now. ima attach it anyways to save you time.

Hi sntinman, welcome back

First of all, the power issue...your computer may just be going into "Hibernation" instead of turning off. A good way to test this is to disable this feature.

Right click on your Desktop, and select Properties
Screen Saver -> Power -> Hibernate -> uncheck Enabled Hibernation.

Try shutting down your computer now to see if it works.

Secondly, it sounds like your graphics drivers are suffering. Try installing a new set, and you should see that fix itself.

i went to check on the hibernation option but the enable hibernate box is not checked and it's still doing the same thing now.

For my graphics card how do I know which driver to download. It starts to do that laggy skipping thing since I reformatt my comp because of a crash. It happened awhile back ago too and my freind fixed it but i dont remember how to do it.

Maybe you use the "stand-by" instead of "shutdown".

To test this, press control+alt+delete go to the taskmanager and go to the tab which gives you the option to "shutdown".

hmm..

When does the problem started to appear?
Did you changed some BIOS settings?

I don't know if there is a BIOS setting for this.
