I have been having a similar problem, except my computer is stuck in a lopp that automatically returns to the improper shutoff screen. I have tried just about everything. I tried to reboot with my original windos Xp home emergency start up disk, I even changed the start up to the cd drive; i tried to boot from the back up floppy disk and i still get this funky loop,
I am running windows xp pro on an AMD 1.65 chip with 768 ram and my computer is about 3.5 years old. HEEEEEELLLLLLPPPP!!!!!

Hello there and welcome to PCHF.

Have you tried booting into safemode, if so does it work?

Two things you could try, the simplest being - Boot off your Windows XP Pro CD and perform a repair install, this way you won't delete any information off your machine.

Alternatively you can follow this guide from Microsoft, it might help you.
Its quite a long process but it works magnificantly:
