Angry Modem problem

I cannot get my Zoom modem caller ID to work. I have enhanced caller ID and call waiting with Sprint. The modem is a caller ID modem and the setup shows everything is working and ready for incoming calls. I have gone through Zoom's Troubleshooting section. The modem is not receiving the caller ID information. I do see the rings of the phone when I view the modem log. I tried the Hyperterminal test and found that AT+VCID=1 is the string I need to enable the caller ID command. When I test Hyperterminal I only see the RINGS. I then tried to fix the driver manually according to instructions I found at www.Beiley.com, a modem software company. I went in to the .inf file and there was no "AT" section that they described only a "CID" section. I deleted what was there and replaced it with the lines they listed for "HKR, Responses". I reinstalled the modem driver using their instructions. I still cannot get the caller ID. In the log there is a line that apppears several times, "DSR is low while initializing. Verify modem is turned on." I do not know what this means even after trying to look it up on the internet. I tried the modem on a second computer and got the same results. When the phone rings the program opens and in the window that pops-up I get "Call From" and instead of a name and phone number I get "N/A". I have also tried three different caller ID programs with the same results.

Is it possible that Norton Firewall or some other setting has to be changed?

Can someone give me more advice on what to do so the Caller ID works? What should I be looking for?
