Question Downloaded Files Not Saved to Disk

I recently upgraded my PC HD from Seagate 80GB to Seagate 250GB. Since then when I attempt to download a file (from anywhere, including Yahoo MPG, JPG attachments), the file is not saved anywhere. I also attempted to just run the file instead of downloading it (.exe files from Microsoft) and the (.exe) program does not run.
There are no error messages, and the download progresses as always. However, the file is never written anywhere.

Please Help!!
Windows XP SP2
IE6 SP2 (equivalent)
AMD 3200+
Seagae 250GB
