Default Missing file, system will not start up..

Yet another probllem with my wonderful laptop!

So last week I pretty much had no choice but to reinstalled Windows, lost everything. Reinstalled the drivers, the software it was originally loaded with, installed Norton Antivirus.. etc. etc.

Worked fine... for a few days. Now when I turned it on this afternoon I get a black screen with this:

Windows could not start because the following file is missing or corrupt:

<Windows root>\system32\hal.dll.

Please reinstall a copy of the file above
So I thought of what I been doing recently.. Typing a paper the last day or two and been on my instant messanger (which I also reinstalled) Haven't been really "surfing" or downloading anything. Never got a warning from my virus software that anything was suspcious. Not sure how this file has come up missing or corrupt but it's not there and my system will not start up.

I'm just wondering if I can throw in the OS disk and run it thru the "repair windows" mode?? Never have done this before, is this my only solution??

Any suggestions?
