Default Can Not Reformat...whats Going On???

Hello, my computer is missing some 20GB on its hard drive from the last time I reformated...meaning in properties in C: it says 75GB available and 10GB is free but when I calculate all my files in C: and add them up it only ads up to 40GB so 20Gb or so is just NOT THERE and missing...I popped in the reformat CD and want to REFORMAT 100% AND HAVE NOTHING!!! Delete everything!
So pc reboots and I click "R" and enter the recovery cd and then as usual it loads and then agree to term then it sayd "User portion not found, click OK to creat user portion" (I HAVE NO IDEA WHAT THE H**L THAT IS!) so i click ok and then it says "User portion could not be created, recovery can not continue." (again never happened dont know wtf is wrong).
So thats the story and now i cant reformat...Can anyone help?

I got windows XP home edition by the way...and reformat many times before and never had this problem...

Help will once again be greatly appriciated!

Hya Ali.

So you want to format the HD? Then instead of pressing "R" , just press "enter" and continue trough the install process , then you can delete/recreate the partition and format , during the install process.

um...it doesnt have that option, what i meant by that is when PC loads up with the recovery disc inside it, before windows loads it says press "R" to enter system recovery...and if you dont in 7 seconds then windows just loads

Ah , i see. I thought you had an XP disc instead of an recovery disc.
I'll see if i can find something on this problem.
