Default [Fixed] Unable to access user documents

hello
i system restored yesterday
then i opened my computer-->(c)--->Documents and Settings--->
User and i received an error saying
"C:\Documents and Settings\User is not accessible.Access is denied."
i tried to find other threads in this forum which is the same is this but couldnt find a solution
-my previous user have a password( i thought i have removed the password before i system restored, maybe that made the file unaccessible)
-my system restore did not delete any documents and recent work of that user
i tried to open the file using files and settings tranfer wizard n i confirmed that the files are still in that folder even though it showed a 0 bytes size when i right clicked it for its properties

but i only have General,Sharing, and Customize tabs when on the folder's properties
cant find security
