Default [Fixed] Default Email Program

I am trying to make Outlook Express my default email program, but when I go to the internet properties and select the dropdown list it is empty. Everytime I open Outlook Express it asks me if I want to make it my default program and I always click yes, but this is not making a difference. Anyone else had this problem or know how to fix it?

- Download regvalue
- Close outlook and internet explorer
- Doubleclick the downloaded file
- Choose 'yes'
- Restart your computer
