Default computer not powering off

I'm having a problem turning off my computer. It's a Compac Presario Desktop 5410US running Windows XP w/ service pack 2. It's about three years old. I recently had the hard drive replaced(within the last month).This just started a couple of days ago, when i click on start menu, turn off computer, turn off, the computer seems like it's shutting down correctly except it isn't power off the tower. If anyone can help i would appreciate it, thanks.

Welcome back angusman.

Have you changed anything recently? Added a new mouse, keyboard or other USB device? If yes, then this might be the answer...

1.Right-click My Computer, click Properties, click the Hardware tab, and then click Device Manager.

2.Double-click Universal Serial Bus controllers to expand it, right-click USB Root Hub, and then click Properties.

3.Click the Power Management tab.

4.Click to clear the Allow the computer to turn off this device to save power check box, and then click OK.
