Default [Fixed] Remove Open File - Security Warning

Does anyone know how to prevent these SP2 security warning dialogues from popping up when I run random .exe files. SP2 firewall is disabled via the security control pannel, as are the 'warning' balloons from the taskbar in the registry settings: HKEY_CURRENT_USER\Software\Microsoft\Security Center.

I'm guessing there will be a registry setting somewhere to disable these security warning pop-ups, so any guidence with this is appreciated!

I would go to conrol panel then go to administrator tool then go to services then go to Security Center and disable it then stop it.
