I found this quote from someone having similar difficulties to yours

John - ?This file is the Sonic Solutions CD Burning Ripping engine used by Winamp 5. It's painful to remove, as it doesn't uninstall with Winamp 5. You need to manually remove it by deleting all pxhelp20 entries in the registry, including from inside the upper/lowerfilters for the CD devices. You might need to do this as it can cause incompatabilites with some IDE drivers. My Nforce 2 board with standard Microsoft IDE drivers just went into a boot/reboot loop because of phelp20.sys. It is possible to install Winamp 5 without the Sonic ripping module by deselecting it from the installation menus. ?
In fact this driver comes up in problem posts all over for Toshiba DVD burning.

If all of the these ideas haven't worked for you, it may be time to check for malware causes.

well i fixed it. it didnt end up being pxhelp20, i completely removed that (which was a pain) and it did nothing. however as i was going through deleting all those entries i noticed a nero entry still hanging out in my uppers and decided to completely remove all of those entries as well and that was what finally did it. this seems to be some kind of punishment put in place by ahead software for uninstalling nero

I think they ment to delete the "UpperFilters" value completly instead of all pxhelp20 and nero entrys separete , but great job in figuring it out
