When in WMP right click on the video and and make sure that "fit video to player on resize" is not ticked. Then choose "video size" of 100%. The size of the video shown now is its "proper" size.
If you make it bigger it is a magnification of its "proper" size. So if the original video was small it is normal for it to be fuzzy when enlargened.
However, if the original video is almost full screen and it goes very fuzzy upon full screen this would be not normal.
What type of file is it? Also goto file>properties, what is the video size?

What data rate are you receiving the tv stream at? Keep in mind that Standard Definition Digital TV is about 6Mbps [atleast here in Australia] so if your stream is coming down alot slower than that it will probably be quite fuzzy when set to full screen. If your TV is any bigger than your monitor then exepct it to be proprtionately fuzzier.
Interms of hooking your tv up to your computer
1. may video cards have a s-video out ... you can use that
2. I have heard of a device called a VGA to TV adapter which shouldl also do the trick ... expect it to be pricey though.
