Default [Pending] problems trying to increase virtual memory.

I have been trying to increase the virtual memory on windows XP home edition. I go to:
My computer>properties>Advanced>Performance settings>Advanced.
Then I click on change and I input my desired settings into the box and click set. However after a restart I return to this and it has changed back to what it was before I changed it. I would like the initial value to be 2000MB and Max to be 3000MB, my HDD is 80GB.
Does anyone know why it wont change, what am I not doing right. Any suggestions would be appreciated.

Just as a test, can you change it to "system managed size" > set and re-boot to see if it takes that setting.
