Hello and welcome Tomcoolthegreat

Boot your machine into safemode and then run the following programs:
  • If you have any antispyware programs e.g Spybot then run it
(programs can be found in "Handy Tools" in my signature)
  • Click on START -- RUN -- MSCONFIG and press enter

When you are in Msconfig go to the startup and see if there is anything wierd in there or anything relating to Winlogon or SAS. If there is then take the tick out of the box and press APPLY then OK.

Another thing you can do whilst in safemode is run a Hijackthis Log and post it up on the forum for us.

*** EDIT You could also have a virus / trojan so try install Stinger and scanning your system ***

Ohhh that doesn't sound very good  and no windows CD either. :-o

Have you tried choosing "Last Known Good Configuration" ?
Have you added any new hardware into your system recently?

After reading more threads on this it could be tied up with your user account, but if you can't even get into windows that is going to be a major problem to resolve.

When the error comes up are you able to click on anything else e.g Start Menu?

Check this link below but it relates to a Floppy disk error, are you receiving an error like this ?
