Welcome to PCHF snikro.
Some things to note about Fast User Switching:
In order to enable Fast User Switching, you must also enable the
Use the Welcome screen option.
**Fast User Switching May Be Unavailable on Systems That Use Shared Video Memory
A lot of computer manufacturers let Windows XP machines out the door with puny amounts of
RAM! You really need at least 256MB of
RAM to get a decent computing experience with Windows XP. You might run into weird problems when you only have 128MB of
RAM. One problem is that fast user switching might not work. Fast user switching won't work if you have less than 120MB of
RAM, and if you have an onboard video card that uses system
RAM, it might suck up enough
RAM to put you under the magic 120MB mark. For info about this and some recommendations:

1.? Fast User Switching will not appear if it has not been turned on in User Accounts in Control Panel.
2.? Fast User Switching is not available on computers that are members of a network domain.
3.? Only users with a computer administrator account on a computer can turn on or turn off Fast User Switching.
4.? Fast User Switching cannot be turned off while multiple users are logged on to the computer.
5.? When Fast User Switching is not turned on, programs shut down when you log off, and the computer runs faster
? ? ?for the next user who logs on.
6.? ?The Fast User Switching feature may not work if there is not enough available computer resources to create a new Winlogon service thread.
? ? ? In this case, some users must log off the computer, or you must close some programs to free up computer resources.
