Default [Fixed] Problems with run as pop up

I downloaded trojan guarder gold installed it (and rapidly uninstalled it)? I kept getting a pop up every time I launched an app, titled "run as" that asked "what user account I want to use to run this programme ?" then underneath a radio button "the following user" it also has a ticked box "protect my computer and data from unauthorised program activity. this option can prevent computer viruses from harming your computer or personal data , but selecting it might cause the program to function improperly"
I also get the pop up when I start my PC as well I cannot install new programs or get a number of installed programs to run such as Microsoft media player
System restore is not working either I am close to the point of formatting (I really would like to avoid this)

Hello, Try the following:

Boot into Safe Mode
Then Run System Restore.

Tried that sadly still get message windows unable to restore (I also tries several dates)

With system Restore you have to disable the protection of your anti virus while the restore takes place. The reason for this is that you anti virus is protecting certain files that the system needs acess to.

Thankyou both still cat get system restore to work and looked at anti spyware section but thie pop up in question dosnt seem to be covered its my system asking permission to run something.

Do you have errors in your event viewer?

Event Viewer (XP Pro) > Right click "My Computer" > Select "Manage" > Select "Event Viewer" in the left hand pane

If you do, what are they?
