Everything at the top is gone. Even the stuff that was at the bottom. Like how it has your current webpage stuff down there and you can right click and close the page from there. If I hover the icon toward the top the address bar pops back up but goes away once I move it away again. I can't figure out what I pressed.

In IE go to Tools > Toolbars

Select the options you want.

I'm using windows vista. I'll tell you some of what is there when I do what you said. The items that are checked is show norton toolbar, status bar, and lock the toolbars. I tried unchecking the lock the toolbar thing but that didn't seem to do anything so just checked it back.

Well, yes I did but I just tried it again and that worked. I swear I did lol. I tried each of the buttons one right after the other(Maybe that's why F11 didn't work then). Thanks for the help. Such a simple solution. Wow. Lol.
