Ok, so I got Vista installed in this fresh hard drive, I installed it a few months ago, running it, everything is cool so far, just that i decided to delete some temp files and stuff so that it would start to drag and stuff, and I found out it has both folders called WINDOWS and WINNT, and both loaded with files, but so far it seems as in the one WINDOWS is the one thats actually being used, the other folder, it has date of last modification from the year 1999 lol, is that normal? Can I safely delete this folder in C

I would NOT delete the folder.
Just because the files are not modified does not mean that they are not loaded/used.

Recommend you download and install this program (it's free) CCleaner ... Alternative Download.
1. After installing...run the program...click on Analyzer...then click on Run Cleaner.
2. On the left side of the window, click on Registry...click on Scan for issues...click on Fix selected issues.

Using this program will let you savely remove temp files and cookies.
