Hi-- have you tried downloading/reinstalling Windows Media Player itself?
I have had several instances with WMP 11--- it does not seem to as stable for some reason.

I am not running Vista personally-- so I can't really be sure-- but it sounds as if something is blocking the codec pack installer-- but if WMP player itself is messed up to begin with... one could be causing the other.

I would try the WMP player install... and then retry the codecs.
