130 for a core duo cpu and motherboard? Or can I get by if I upgrade the current to a sempron 2800+ or 3000+ socket 462? As long as shes not using areo or any games, etc?

Hi ivnj, welcome to PCHF.

It will run quite happily on a 1.6, but like you said, maybe a little too slow for Vista. That link you provided is the price you would expect to pay for that package, good quality products. The socket 775's are more popular than the 462's, and if she uses the PC for applications instead of games, I would stick with a dual core. I think that link you provided would suit her down to the ground based on what you described.

Slightly better in terms of spec's and AM2 is another popular socket, altough I'm not personally a big fan of Gigabyte. Foxconn are a much better quality board IMHO, together with ABIT. ASUS are definately the top, for example: ASUS M2NPV-VM
SOCKET AM2 MOTHERBOARD
DUAL CHANNEL DDR2 800/667/533
PCI-EXPRESS, SATA, LAN
DUAL VGA, HD AUDIO, & MORE! - MB-M2NPV-VM (need to order CPU seperate).

EDIT: Marked as Answered.
