For some reason at random times during my use of dreamweaver this error pops up.

Of the research I've done on that error, it seems like there are bits of corrupt data on the image(s) you are trying to use. I can't say I know of a fix other than just not using that picture, or ignoring the error if it still lets you use the picture.

I personally have never seen that error...I'd hazard a guess and say it's a jpg wraught with viruses and to stay away from that site - but that's just me.
