Sometimes when I'm trying to delete files it won't let me and tells me "You need permission to perform this action", but I'm the administrator. What further permission do I need?

It is likely that some other program is using it. Make sure that the program that runs those files is closed.
Try restarting into Safe mode, see if that works.

There are also utilities around to help you delete locked files. My favourite is "Unlocker Assistant", which can be downloaded from Free Download Unlocker 1.8.5 - Unlocker can unlock in-use files
