THANK YOU EVERYONE!

Server, new dsl, and network are all configured and working. The ISP ended up setting up a NAT inside there router... where, on the LAN side there is a full range of IP's I could use, but only one was setup statically so that we could still access the server from the outside. I'll have to look into the port dealio... Once he setup the nat though, I was able to reconfigure my network, making my server the dns and gateway for my workstations and everything worked.
