Default missing files... cannot load windows!! Help!!!

Trying to help my father out with this one. He needs some important info off an old laptop that runs win 98 but it will not boot. can someone explain to me how to access and copy these files to cd using dos? This thing will not even boot in safe mode. Apparently norton disk doctor popped up one day and told him there were bad blocks on his drive. It suggested moving them... he did and ever since windows has not been able to find the files to properly load. think they are win 386 files. any suggestions?
