Default [Resolved] Sizing the page I am reading ????

When I open up any webpage, such as PC forum, I also have a bar at the bottom of the page to move the page side by side so I can read evrything . Is this necessary or is there a way to resize the page so I only need to scroll down and not across too. It is so annoying I can't tell you.
I am not too computer savvy as you can tell.
