Default Unable to locate C drive

I have a friend who is using Windows 98, and is getting an error when she is tries to run just about any application. It says "unable to locate the C drive." When she looks in "My Computer" she can see that the C drive is still showing. She's had the computer for a number of years and hasn't added anything. Does this sound like a registry error?

Is there a fix tool she could use. Like Registry Mechanic or something like it that would do more than just clear out the junk.

In windows 98 it keeps a backup copy of your registry what I was going to suggest was to restore a backup copy of the registry to a time before she had the problem. From memory tap f8 at post boot to get you boot options then select command prompt when thy get to the prompt type scanreg /fix this will try to fix the registry or this command will restore a previous version of the registry scanreg /restore and follow the screens from there.
