Default PC does not recognize ROM drives

Hi - With limited finances I'm still trying to make do with my Dell Dimension XPST 700 running Windows 98SE.

Lately my Samsung DVD-ROM SD 608 has been acting up so I opened the case cleaned out the dust and replaced it with a refurbished unit exactly the same model I changed the jumper configuration to match the one I removed, made sure all the wires were tight and fired it up. As the pc was booting I noticed not only did it not list the Samsung drive but it failed to recognize my Sony CD-RW CRX 140E as well.

Neither is listed in "My Computer" nor are they listed in Device Manager. Does anyone have any suggestions how to fix this problem? Thank You

Stupid question but have you tried a different IDE cable? (I'm assuming they're both on the same IDE channel)
