Ok the memory is good but we still need to know the size of the CPU Sue.
Right click on My Computer and choose Properties, the main screen that comes up will show the detail like the shot below.

Hello Wolfeymole. Hope you are having a nice weekend. Well, I know what you are speaking about but that box does come up but DOES NOT give anything about the Ghz and I know that is strange.

I went into performance, hardware profiles and device manager and nothing about Ghz. Only the RAM and all I have given you is all it shows. I know what you are speaking of as the rental I used had all this information.

That is indeed strange but I have to tell you Sue you are between a rock and a hard place here.
Ok your on a tight budget but what is the price differential between the upgrade disk and a copy of XP Home around your neck of the woods?

Upgrading from 98 to XP can cause all kinds of problems and I honestly feel that if you can afford to get XP Home then you should do so.

If your system has a cpu running at at least 266mhz then you can run XP, albeit very slow.
I have to say it's time to face facts and try your hardest to obtain a new PC.
The one I use now as indicated by that screen shot I posted is out of the Ark but it's all I can afford at the moment.
Sorry to be the bearer of bad tidings.

Thanks so very very much for trying to help out. New computers are around $400 bucks and the XP disc is about $100 I believe around here. I just hoped to be able and spend as little as possible. But, may just use this one as is for a while as I do not think I want to spend the $100 for the xp cd and then have it not work. Would be throwing it down the drain since they do not take those back at the store I do not think. It is real slow but is still usable. I know I had read by some others on the internet that xp made all the difference in the world for speed and problems folks had with the 98se and that some could easily upgrade. All sorts of opinions about this but I trust this site more than just someone else. I do appreciate this so. I tried again to find the Ghz but do not understand why is not there. Seems like I found it once before. It is actually not that slow when my firewall is not on. I use a firewall that I get for free with my cable company which is a fortune to spend each month on our computer. We get the 3 in one which is telephone, television cable and computer cable. Anyways, you have been so kind. If you think of anything else will continue to read this post. I read other places before finding you folks how it can be really hard to upgrade and can cause problems so I know what you are saying. By the way, I enjoy your google ads very very much. I made a small website myself and have their ads posted. I hope you do well with Google adsense as you folks are a huge help. Thanks so much, Sue

That is the best way to go Sue, run with 98SE for the moment in time and try and save the $ when you can.
Trust me I know what you say about money as I am on Unemployment Benefit or Welfare as you call it over there.
When you can afford a new pc make sure of three things;

1) Don't EVER buy it from PC World.
2) Make absolutely sure that you have the Operating System disk in the box with it (even though it might be pre-installed). If the guy says they are in the sealed box then get him to open it and show you.
2a) There might be a system drivers disk that XP does not include in their database and is perculiar to a given pc, make sure that is there too.
3) Ask if there is a seperate partition that holds the boot files. This is bad practice in my opinion and by the time you ask this particular question he may wake up and take an interest, as he will think whooa this person knows the script.
If the boot files are on a seperate partition then I would advise against buying.

I may think of more later Sue so please bear with me.
