Default [Resolved] M.E keeps restarting at boot up

Hi again people .my sons using our old M.E system which was fine until earlier.
When i switch it on it goes to the packard bell screen with the "post" or " cmos" options then it goes to the windows millenium flash up screen from where it would normally complete set up BUT when it gets to that bit now it just goes right back to the packard bell screen.
If i try and go into safe mode i get a BSOD with "your system has been halted please restart your pc" or something similar.
Theres no actual error number or anything to help point to the problem.
It`s up there now just sticking on the boot up screens and im stumped .
No new programs or hardware have been added and it`s not connected to the internet.
ANY IDEAS ANYBODY???????

WINDOWS PROTECTION ERROR SYSTEM HALTED.........you need to restart.
That was the actual message

Hi joe5,cheers for the response.....unfortunately ive been there already and i think my ONLY option is to try and download a fresh M.E boot disk(???)
I cant get into the pc to carry out any action ....i only get the message if i try boot in to safe mode.....Im picking up a couple of new floppys and blank cd`s today but i`ll probably need pointing to the exact version my Packard Bell M.E will require....
DOES that sound about right????
