Turn off sytem resotre download cleanup in my signature below and run it.
Here is how to disable system resotre on ME

Click Start > Settings > Control Panel.
Double-click the System icon.
If the System icon is not visible, click View all Control Panel options to display it.
On the Performance tab, click File System.
On the Troubleshooting tab check Disable System Restore.
Click OK. Click Yes, when you are prompted to restart Windows.

Did you download cleanup? If not it is in my signature, run it and see if that help's..

Have you taken a look at your cursor speed's?

Choose Start, Settings, Control Panel, then click on the Mouse icon.
Choose the Pointers tab, and select the cursor you want to change.
Select the browse button. You should now be in your cursor directory.
What is the slider bar on?

Excuse lack of response , had to get some sleep and go to work today

I'm not getting the rapidly blinking cursor now. Maybe cleanup did help ?

Not sure what you meant when you asked what the slider bar was on ?
