Welcome crashzx,

This could be a number of things, from RAM to a corrupt windows e.t.c
More often than not it is due to corrupt windows, this is a regular thing with windows 98.

The best thing we can do to try and fix it (before reloading) is to run a few programs.
  • Check in your Add/Remove programs and delete anything that shouldn't be there.
  • Spybot Search and Destroy - get rid of any spyware you may have
  • Regclean - This will remove any unused/corrupt registry entries
  • Stinger Searches and deletes any Trojans

Download these programs, install them and run the updates on them, then boot into Safe mode and run the programs in the order I displayed above.
Once you have run them all, reboot your machine and see how it performs and let us know.

Do you have any antivirus software?
If not you can download AVG Antivirus for free. (98 is very vulnerable to viruses)

AVG is very good at keeping viruses out on 98, actually, I just booted a virus on my aunts computer that AVG picked up and quarantined, before it could do much damage (trojan on a cable internet connection *shudder*)
