My friend had some problem with his 98, everytime he boots up now, there's an error message saying that explorer has failed and then the com hangs. I tried to help him by reformatting it but the problem still persists.

If the problem doesn't go away even after a re-format and re-build...then it is probably relating to a hardware fault of some sort...my guess would be memory.
