Is there a site that can let me register/purchase a domain name without signup for any webhosting plan?

For the best if can buy a domain name for life without paying every year!

There are sites whereby you can simply purchase domain names without signing up for a hosting plan, but you can't actually buy a domain name for life; you will always have to pay a registar fee. There are services however, that charge a one-time fee and will carry on paying the registar fee as long as the company still exists.

But how about if the company close down? will i be able to register/purchase the same domain name again with other company?

1&1 is very good, I doubt they'll ever go down.

I'm not sure what would happen, but I think you might get a refund or somthing similar

Yes, the domain name will be available again. You can then register it with any other company, provided that the domain name is not taken up during this time lapse.
