Default [Fixed] Design programs

I would like some suggestions for design programs, TBH ive looked at Paint Shop Pro on the PC World website and its ?100, way too much money for me. this is to be able to create/ edit pictures and sigs etc.

Wait until you have a clear idea of what you want to create and the why not download trials of:

Paint Shop Pro 9

Adobe Photoshop

I recommend Adobe Photoshop, it is quite expensive but worth it.
To start off with you can purchase Adobe Photoshop Essentials. This is a basic version of Photoshop but will probably have all of the relavent features that you are looking for.

You can buy it for around 50 - 70 pounds and you can sometimes get it bundled with drawing pads so shop around.
