You need to find a host preferrably that will install a SQL back-end for you. Otherwise you need to do it your self and then you can manage it in PHPMyAdmin or another similar program.

If you are looking to start a forum with minimal web space then why not use IPB or similar? I know you are using it already on your site, what's wrong with developing that ?
